O contrato, assinado pela Secretaria de Transporte e Mobilidade Urbana (Setram), prev\u00ea um investimento de R$ 652 milh\u00f5es nos pr\u00f3ximos cinco anos. No entanto, o clima entre especialistas e passageiros \u00e9 de cautela, dado o hist\u00f3rico recente de colapsos financeiros e operacionais na malha ferrovi\u00e1ria fluminense.<\/p>\n<p><strong>Um novo modelo para evitar erros do passado<\/strong><\/p>\n<p>A principal aposta para n\u00e3o repetir o fracasso da concess\u00e3o anterior est\u00e1 na mudan\u00e7a do modelo de remunera\u00e7\u00e3o. Diferente do contrato da SuperVia, onde o lucro dependia quase exclusivamente do n\u00famero de passageiros, o novo operador ser\u00e1 pago por quil\u00f4metro rodado (carro-km).<\/p>\n<p><strong>Essa estrat\u00e9gia visa blindar o sistema:<\/strong><\/p>\n<ul>\n<li>Menos risco de d\u00e9ficit: Se o n\u00famero de passageiros cair, a empresa continua recebendo para manter os trens circulando.<\/li>\n<li>Foco na oferta: O incentivo passa a ser o cumprimento das viagens, e n\u00e3o apenas a lota\u00e7\u00e3o das composi\u00e7\u00f5es.<\/li>\n<\/ul>\n<p><strong>A heran\u00e7a de uma infraestrutura prec\u00e1ria<\/strong><\/p>\n<p>Apesar do otimismo oficial, os desafios s\u00e3o herc\u00faleos. O aporte previsto de R$ 600 milh\u00f5es ter\u00e1 que dar conta de uma rede a\u00e9rea degradada, furtos constantes de cabos e uma via permanente que exige substitui\u00e7\u00e3o urgente de trilhos e dormentes.<\/p>\n<p>A transi\u00e7\u00e3o ser\u00e1 gradativa e deve durar at\u00e9 90 dias. Durante este per\u00edodo de &#8220;opera\u00e7\u00e3o assistida&#8221;, a antiga concession\u00e1ria e o novo grupo atuar\u00e3o juntos. A prioridade inicial, segundo a secret\u00e1ria Priscila Sakalem, \u00e9 apenas a estabiliza\u00e7\u00e3o. Ou seja: antes de pensarmos em moderniza\u00e7\u00e3o, o sistema precisa parar de falhar.<\/p>\n<p><strong>Seguran\u00e7a: O eterno gargalo<\/strong><\/p>\n<p>Outro ponto cr\u00edtico \u00e9 a seguran\u00e7a p\u00fablica nas faixas de dom\u00ednio. O governo sinaliza a amplia\u00e7\u00e3o do Grupamento Ferrovi\u00e1rio (GPFer) e a poss\u00edvel cria\u00e7\u00e3o de um batalh\u00e3o especializado da PM.
